The Board holds regular meetings on the second Thursday of each month at 4:00 p.m. in the District office (subject to change). During the months of November and December the meeting schedule may be adjusted for the holidays. Special meetings may be called by a majority consensus of the Board. All meetings of the Board are open to the public with the exception of closed sessions, which are held for purposes specified in the Open Meetings Act.

HB 1522 amends the Texas Open Meetings Act to change the notice requirements for public meetings, now requiring at least three business days' notice instead of the previous 72 hours.

House Bill 1522 updates the current 72-hour notice requirement to three business days, meaning weekends and holidays no longer count toward the minimum posting period. The new law is intended to give residents more time to review meeting agendas and participate in local government decisions, according to the bill analysis.

Effective Date: The changes introduced by HB 1522 will take effect on September 1, 2025. This timeline allows local government entities to adjust their meeting schedules and notification practices accordingly.

A member of the public may request a matter directly related to District business be placed on the agenda of a regular meeting if the request is submitted in writing to District staff, together with any supporting documents and information, five days prior to the legally required public posting of the agenda. No matter legally a proper subject for consideration in closed session will be accepted under this provision. The Board may place limitations on the total time devoted to the matter at any meeting and may limit the time allowed for any one person to speak on the matter. This provision does not prevent the Board from taking testimony at regular meetings on matters not on the agenda that a member of the public may wish to bring before the Board, but the Board may not take action on such matters at that meeting.

The staff keeps records of official Board actions taken at all regular and special meetings, and these minutes are deemed public information.
